Board Resolution

DEVELOPMENT OF SISTER PROGRAM WITH BAR ASSOCIATION OF LYON, FRANCE

WHEREAS, the Philadelphia Bar Association desires to increase and promote professional opportunities at home and abroad;

WHEREAS, in an increasingly global economy it is necessary to recognize and foster links with other economies such as those of the European Union and its members;

WHEREAS, the City of Philadelphia is an international city with strong historical and commercial ties to France;

WHEREAS, the Philadelphia Bar Association believes that it is advantageous to develop relations between professional organizations and their members here and in other countries, along with a mutual awareness of professional practices and legal and commercial environments and to foster the same through exchanges between attorneys and law students;

WHEREAS, the cities of Philadelphia and Lyon, France are linked through their significance as major commercial centers with thriving legal communities;

WHEREAS, the Philadelphia Bar Association desires to develop a sister program with the Bar Association of Lyon to establish a linkage between the respective bar associations;

WHEREAS, such a program could involve the organization of conferences in Philadelphia and Lyon dealing with legal issues and professional practices; an exchange program for attorneys or interns and events organized by official bodies such as the municipalities or their Chambers of Commerce;

WHEREAS, development of such a program presents opportunities for expansion of relations and development of professional practice areas;

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association endorses the development of a sister program with the Lyon Bar Association;

AND BE IT FURTHER RESOLVED that the chair of the International Law Committee shall proceed to draft points of understanding which summarize the types of activities which may be incorporated into this sister program;

AND BE IT FURTHER RESOLVED that the chair of the International Law Committee shall explore the possibility of exchanging delegations between Lyon and Philadelphia within the last quarter of 1996 or the first quarter of 1997;

AND BE IT FURTHER RESOLVED that the chair of the International Law Committee shall explore the organization of the periodic meetings in the future between delegations of colleagues to exchange views and information particularly on legal practice, the professional rights of lawyers, and their respective professional organizations;

AND BE IT FURTHER RESOLVED that the frequency of such meetings and the details concerning such discussions shall be decided upon by joint agreement between the Chancellor of the Philadelphia Bar and the Batonnier of the Lyon Bar;

AND BE IT FURTHER RESOLVED that the Philadelphia Bar Association will endeavor to keep the Lyon Bar informed of legal or judicial changes which may take place relating to the exercise of the legal profession in their respective jurisdictions;

AND BE IT FURTHER RESOLVED that the Philadelphia Bar Association will endeavor to keep the Lyon Bar Association informed of trade or legal missions which may be organized by consular institutions or others either in Philadelphia or Lyon.
