RESOLUTION AUTHORIZING THE CONTINUED WORK OF THE CHANCELLOR’S TASK FORCE ON CIVIL GIDEON

WHEREAS, Chancellor Sayde Ladov appointed a Task Force On Civil Gideon (the “Task Force”) in early 2009;

WHEREAS, on April 30, 2009, the Board of Governors unanimously adopted a Resolution calling for the provision of legal counsel for indigent persons in civil matters where basic human needs are at stake (the “April 2009 Resolution”) and charged the Task Force with investigating and considering all aspects of an effective system of Civil Gideon, and with preparing and submitting a report and recommendations to the Board of Governors;

WHEREAS, the April 2009 Resolution recognized that the preparation and implementation of a plan to create an effective system of Civil Gideon will require, inter alia, generating political, legislative and judicial support; educating the larger community about the fundamental importance of Civil Gideon; and building partnerships that go beyond the legal community and include the various branches of government, universities, other institutions and the community as a whole;

WHEREAS, on November 19, 2009, the Board of Governors unanimously adopted and supported the Task Force’s Preliminary Report, Findings and Recommendations to the Chancellor and the Board of Governors, reporting on its activities during the first year, as well as a Resolution recommending that the Task Force be authorized to continue its work through calendar year 2010;

WHEREAS, the Task Force has now submitted a report to the Chancellor and the Board of Governors reporting on the Task Force’s activities during calendar year 2010, including an outline of proposed plans and activities during calendar year 2011;

NOW, THEREFORE, BE IT RESOLVED that the Board of Governors of the Philadelphia Bar Association hereby adopts the 2010 Report of the Task Force;

AND BE IT FURTHER RESOLVED that the Board of Governors hereby authorizes the Task Force to continue its work, building on its activities and initiatives set forth in the 2009 and 2010 Reports;

AND BE IT FURTHER RESOLVED that the Chancellor is authorized to take any all appropriate steps to implement the terms of the 2009 and 2010 reports of the Task Force, and to otherwise implement the terms of this Resolution.
