RESOLUTION ADOPTING AND SUPPORTING
THE PRELIMINARY REPORT, FINDINGS AND RECOMMENDATIONS
OF THE CHANCELLOR’S TASK FORCE ON CIVIL GIDEON

WHEREAS, Chancellor Sayde Ladov appointed a Task Force On Civil Gideon (the “Task Force”) in early 2009;

WHEREAS, the Board of Governors unanimously endorsed a Resolution Calling For The Provision Of Legal Counsel For Indigent Persons In Civil Matters Where Basic Human Needs Are At Stake on April 30, 2009;

WHEREAS, the April 30, 2009 Resolution charged the Task Force with investigating and considering all aspects of an effective system of Civil Gideon, and with preparing and submitting a report and recommendations to the Board of Governors;

WHEREAS, the Task Force has submitted its Preliminary Report, Findings and Recommendations to the Chancellor and the Board of Governors;

WHEREAS, the April 30, 2009 Resolution recognized that the preparation and implementation of a plan to create an effective system of Civil Gideon will require, inter alia, generating political, legislative and judicial support, educating the larger community about the fundamental importance of Civil Gideon and building partnerships that go beyond the legal community and include the various branches of government, universities, other institutions and the community as a whole;

NOW, THEREFORE, BE IT RESOLVED, that the Board of Governors of the Philadelphia Bar Association hereby adopts the Preliminary Report, Findings and Recommendations of the Task Force;

AND BE IT FURTHER RESOLVED, that the Board of Governors hereby authorizes the Task Force to continue its work, building on the Preliminary Report, Findings and Recommendations, through calendar year 2010; AND BE IT FURTHER RESOLVED, that the Chancellor is authorized to take any all appropriate steps to implement the Preliminary Report, Findings and Recommendations of the Task Force, and to otherwise implement the terms of this Resolution.
