WHEREAS, in 1994 the American Bar Association formed the Standing Committee on Gun Violence (“the Committee”) to coordinate the American Bar Association’s efforts to curb gun violence by advocating for more regulation of the sale, transfer, possession and manufacture of guns; WHEREAS, the ABA Committee on Gun Violence is recommending that the ABA House of Delegates approve a proposed resolution, as follows:
RESOLVED, That the American Bar Association urges federal, state and territorial governments to enact laws requiring that all newly-manufactured semi-automatic pistols be fitted with microstamping technology which would ensure that when a firearm is fired, an alphanumeric and/or geometric code would be stamped on the cartridge casing by way of the firing pin, breech face or other internal surfaces of the firearm, that would enable law enforcement to identify the serial number of the pistol and hence the first known purchaser of a weapon used in a crime.
WHEREAS, the Board of Governors continues to recognize the tremendous negative impact that gun violence has on Philadelphia and the entire region.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Governors of the Philadelphia Bar Association hereby authorizes the Association to cosponsor the proposed ABA resolution in the form set forth above;
AND BE IT FURTHER RESOLVED that the Chancellor or his designee is authorized to communicate the Philadelphia Bar Association’s position as set forth herein and to take any other action in furtherance of this resolution as may be appropriate and necessary.
