Chancellor's Forum on Sept. 11 War Criminals to Offer 2 CLE Credits

Philadelphia Bar Association Chancellor's Forum:
The Trial of the September 11 War Criminals
2 substantive CLE credits available

The Philadelphia Bar Association invites you to a Chancellor's Forum on the legal issues raised by the September 11 crisis and the Kosovo International War Crimes Tribunal. The forum will be held on Monday, Feb. 25, 2002, at the PBI/PBE Education Center, Wanamaker Building, 10th Floor, Suite 1010, Juniper Street entrance (enter between 13th & Broad Street, opposite City Hall), from 12 -- 2 p.m. Registration will begin at 11:30 p.m. Please bring your own lunch.


About the Program
The September 11 crisis and the Kosovo International War Crimes Tribunal have raised the public and bar's attention to the subject of trying war criminals.

  • How will the U.S. treat individuals who are captured or arrested and charge with the responsibility for the September 11 massacre?
  • Is a jury in federal court too cumbersome and inefficient for such charges?
  • What precedent does the International War Crimes Tribunal involving Kosovo hold?
  • Should the U.S. consider a wartime commission similar to that in Ex Parte Quirin, 371 U.S. 1 (1942)?
  • What unique evidentiary or procedural support problems are involved in such a trial?

These issues will be examined in the Chancellor's Forum on Feb. 25, 2002. The discussion will be led by Peter F. Vaira and John E. Riley.

John E. Riley, Esq.
Mr. Riley prosecuted United States v. Serge Kowalchuk, a war crimes deportation case of a militia captain who supported the execution of 5,000 Jews in the Polish town of Luboml.

Peter F. Vaira, Esq.
Mr. Vaira is a former United States Attorney for the Eastern District of Pennsylvania and a former Navy Judge Advocate.

Colonel Menk is a JAG officer currently assigned to the Strategic Studies Institute at the U.S. Army War College in Carlise, PA.

Judge Patricia M. Wald
Judge Wald is the former chief judge of the Kosovo International War Crimes Tribunal.
