SUPPORT FOR AND LOCAL IMPLEMENTATION OF THE AMERICAN BAR ASSOCIATION'S REPORT ON CHILDREN AT RISK

WHEREAS, the Honorable Leon J. Higginbotham led a year-long effort of the American Bar Association to study the status of children in our society and legal system, culminating in a report entitled America's Children at Risk: A National Agenda for Legal Action;

WHEREAS, the ABA effort clearly demonstrates that America's children are at risk of leading lives in poverty and despair, enduring inadequate education, poor health care and over-taxed court systems;

WHEREAS, the Philadelphia Bar Association has a long tradition of volunteerism and a commitment to confronting the problems of the underrepresented, including children;

WHEREAS, the Chancellor of the Philadelphia Bar Association, with input from all interest groups and individuals in the legal community, has developed the attached initial Outline of Philadelphia Bar Association's Response to America's Children at Risk: A National Agenda for Legal Action;

NOW, THEREFORE, BE IT RESOLVED that the Board of Governors of the Philadelphia Bar Association: (1) adopt the Outline of Philadelphia Bar Association's Response to America's Children at Risk: A National Agenda for Legal Action as the Association's plan of action for addressing the unmet legal needs of Philadelphia's children and their families; (2) urge all members of the Association, individually and collectively in the organization and its committees and sections to become involved actively in at least one aspect of the plan for action; and (3) direct the Chancellor to form the Chancellor's Commission for Children at Risk; and take all necessary steps to implement the plan for action.
