CHILDREN AT RISK
 
WHEREAS, the Philadelphia Bar Association has undertaken an active program to address the unmet legal needs of children at risk and their families through direct legal services, public information and law reform;

WHEREAS, the Philadelphia Bar Association, through its committees and working groups, has reviewed and is continuing to review legislation pending before Congress and the Pennsylvania legislature to reshape and, in many cases, to cut drastically social programs that provide services to children;

WHEREAS, the Philadelphia Bar Association is particularly concerned that block grant proposals and funding cuts will disproportionately harm cities, such as Philadelphia, which already carry heavy burdens in providing social services to children;

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association affirms its commitment to help ensure that the basic needs of all children for adequate food, housing, health care and safety in their homes, school and child care facilities are met in a humane way;

AND BE IT FURTHER RESOLVED that the Philadelphia Bar Association urges all its members, as well as state and federal officials, to advocate for program funding levels and reforms necessary to meet the needs of children at risk;

AND BE IT FURTHER RESOLVED that the Philadelphia Bar Association will study legislative initiatives as they arise, assess their impact on children at risk, and publicize its findings and conclusions; specific resolutions and initiatives will be proposed for consideration by the Bar as appropriate.
