RESOLUTION SUPPORTING THE REPORT OF THE TAX REFORM COMMISSION

WHEREAS, the Philadelphia Bar Association supports reform measures which reduce and restructure the tax system in the City of Philadelphia; and,

WHEREAS, the Philadelphia Bar Association recognizes that the reduction and restructuring of the tax system in the City of Philadelphia positively affects Philadelphia law firms, Philadelphia businesses and their employees as well as employees and businesses considering moving to Philadelphia; and,

WHEREAS, the Philadelphia Bar Association recognizes that a reduction and restructuring of the tax system is imperative to the competitiveness and growth of the economy of Philadelphia; and,

WHEREAS, the Tax Reform Commission was formed as an independent body, created by the voters of Philadelphia, to analyze and make recommendations on the Philadelphia tax system; and,

WHEREAS, the Philadelphia Bar Association was a member of the Advisory Committee to the Tax Reform Commission and participated in the deliberations of the Commission; and,

WHEREAS, the Tax Reform Commission has made recommendations consistent with the position of the Philadelphia Bar Association including reducing and eventually eliminating the business privilege tax so as to create a business environment which is comparable to or better than the surrounding counties; and,

WHEREAS, the Tax Reform Commission has also recommended the reduction of the city wage tax so as to encourage more businesses to locate in Philadelphia and to end the flow of residents with city jobs from leaving.

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association supports the report and recommendations of the Tax Reform Commission.

AND BE IT FURTHER RESOLVED, that the Philadelphia Bar Association urges the Mayor of Philadelphia to include these recommendations in the Five Year Plan.

AND BE IT FURTHER RESOLVED, that the Philadelphia Bar Association urges Philadelphia City Council to support the recommendations of the Tax Reform Commission.

AND BE IT FURTHER RESOLVED, that the that the Philadelphia Bar Association authorizes the Chancellor, or her designee, to take all necessary steps, including contacting the Mayor and City Council regarding this Association's support of the Tax Reform Commission's report and recommendations.
