SUPPORTING THE CREATION OF A PENNSYLVANIA CAPITAL CASE RESOURCE CENTER
 
WHEREAS, in 1990, a joint Task Force appointed by the Chief Justice of the Supreme Court of Pennsylvania and the Chief Judge of the Court of Appeals for the Third Circuit found there is a need for the creation of a capital Case Resource Center in Pennsylvania (hereinafter referred to as the Resource Centers);

WHEREAS, the Resource Center will perform the following duties and responsibilities: the tracking of capital cases, the establishment of a panel of attorneys qualified to represent persons in capital case litigation in Pennsylvania Federal and State courts, the provision of assistance to counsel in capital litigation, the coordination of educational resources to provide legal assistance to persons charged with capital offenses or under death sentences, the development of continuing legal education courses for capital litigation, and the direct representation of capital litigants sentenced to death in Pennsylvania;

WHEREAS, presently, the Commonwealth of Pennsylvania has the fifth largest death row population in the nation;

NOW, THEREFORE, BE IT RESOLVED:

(a) the Philadelphia Bar Association hereby supports the creation of a Resource Center in Pennsylvania and authorizes the Chancellor to seek State, Federal and any private funds available for this purpose;

(b) further, the Chancellor is authorized to work to locate the Resource Center in Philadelphia and to include one or more representatives of the Philadelphia Bar Association on the Resource Center's governing board.
