RESOLUTION ADOPTING THE RECOMMENDATION OF THE PRO BONO TASK FORCE TO EXPAND PRO BONO OPPORTUNITIES FOR PARA PROFESSIONALS

WHEREAS, in December 2001, Philadelphia Bar Association Chancellor Allan Gordon empanelled a Pro Bono Task Force to comprehensively evaluate the need for, and the delivery of, pro bono legal services to the needy, disadvantaged and disenfranchised in Philadelphia;

WHEREAS, the Pro Bono Task Force, after extensive research and investigation, submitted a Report, including Findings and Recommendations ("the Report") to the Board of Governors on June 27, 2002;

WHEREAS, the Board of Governors, after discussion and upon oral motion made and duly seconded, accepted the Report for comment and study;

WHEREAS, the Pro Bono Task Force recommended that the Philadelphia Bar Association expand pro bono opportunities for para-professionals;

WHEREAS, the Board of Governors recognizes the impact para-professionals could have in the pro bono delivery of legal services;

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association approves, accepts and supports this recommendation and requests the Delivery of Legal Services Committee research and develop opportunities in which legal assistants, paralegals and legal secretaries can be usefully involved in the pro bono delivery of legal services and propose mechanisms by which other organizations can engage para-professionals in pro bono participation.
