RESOLUTION ADOPTING THE RECOMMENDATION OF THE PRO BONO TASK FORCE FOR BAR LEADERSHIP TO BECOME VISIBLE SUPPORTERS OF PRO BONO

WHEREAS, in December 2001, Philadelphia Bar Association Chancellor Allan Gordon empanelled a Pro Bono Task Force to comprehensively evaluate the need for, and the delivery of, pro bono legal services to the needy, disadvantaged and disenfranchised in Philadelphia;

WHEREAS, the Pro Bono Task Force, after extensive research and investigation, submitted a Report, including Findings and Recommendations ("the Report") to the Board of Governors on June 27, 2002;

WHEREAS, the Board of Governors, after discussion and upon oral motion made and duly seconded, accepted the Report for comment and study;

WHEREAS, the Pro Bono Task Force recommended that the Philadelphia Bar Association provide leadership for private bar participation in pro bono activities;

WHEREAS, the Pro Bono Task Force recommended that the leadership of the Philadelphia Bar Association demonstrate its commitment to the pro bono ethic through the active handling of at least one pro bono matter annually;

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association approves, accepts and supports this recommendation and requests that the Bylaws Committee recommend and take the necessary steps to implement a bylaw which requires members of the Board of Governors to handle one pro bono matter each year; unless there are restrictions based upon their position or other circumstances which prevent them from so doing, in which case they would be required to demonstrate alternative support;

BE IT FURTHER RESOLVED that once this bylaw is adopted and instituted, the Chancellor will annually designate an individual who will monitor the participation of the members of the Board of Governors in pro bono matters.
